Bill Browning served as a member of the Department of Defense’s (DoD) Defense Science Board Energy Task Force. This task force was assembled analyze how energy is used by the DoD and how technologies and policies can help the agency become more energy efficient. These strategies will have impacts on cost, military logistics, operational continuity, force protection, and national security. Bill’s role was to help the DoD create these new energy strategies, focusing on facilities and installations. Out of this work has come Net Zero Plus, an effort to dramatically improve the energy efficiency of forward operating bases and some CONUS installations. This initiative also installs renewables with the intent of allowing installations to “island” from the power grid.
